CAPI walks alongside community members as they move from urgent needs to lasting stability. By combining immediate relief with tools for education, employment, and financial growth, our programs are designed to build long-term independence, dignity, and direction.

Benefits Enrollment Center

CAPI’s Benefits Enrollment Center (BEC) is part of a national network of BECs funded through the National Council on Aging. The BEC provides coordinated people-centered services to enroll low-income seniors and younger adults with disabilities in programs connected to health care, prescriptions, food, utilities, transportation assistance, and more.

Navigators can assist Medicare beneficiaries to enroll in five core areas including:

  • Medicare Part D Extra Help/Low-Income Subsidy (LIS)

  • Medicare Savings Programs

  • Medicaid

  • Supplemental Nutrition Assistance Program (SNAP)

  • Low-Income Home Energy Assistance Program

Eligibility:

  • Medicare beneficiaries 65 years of age or older

  • Individuals with disabilities who are Medicare eligible

  • Benefits eligibility may be based on household size and income

Career Pathways

The Career Pathways program helps unemployed and underemployed immigrants and refugees find employment through credentialed training, paired with individualized career planning, work readiness, digital literacy, job search, placement, and retention services.

Employment & Career Supports Program

CAPI’s ECS program supports newly arrived refugees in achieving lasting economic stability and career success. The program begins with a tailored Household Economic Stability Plan, which includes employability assessments, budgeting, and strategies to overcome employment barriers. We provide both pre- and post-employment support, assist with job placements, and connect participants to career pathways and credential programs. 

Eligibility: 

  • Must be present in the U.S. with an immigration status eligible for ORR programs and services (subject to changes in federal eligibility designations).

  • Must be a resident of Minnesota.

  • Eligible immigration status must be held for less than five years (60 months), either from the date of U.S. entry or from the date an eligible status or federal eligibility was granted.

Financial & Homeownership Services

CAPI’s Financial & Homeownership Services Program utilizes the Financial Opportunity Center® (FOC) model to help community members reach their goals. By integrating financial coaching, career development, and income support services, the program empowers individuals to build family-sustaining careers and achieve financial stability. As part of a national network of trusted community-based organizations supported by LISC, CAPI provides greater access to opportunity. Coaches meet participants where they are, offering support, tools, and information proven to foster lasting, positive change.
